Renewable Labs runs the Cyprus licensing path end-to-end for owners and developers:
grid connection applications to the transmission and distribution system operators,
production licences with the regulator, building permits, and environmental
authorisations under Cyprus law. We work owner-side, on a fixed fee scoped per project,
and we take on projects that are already stuck as readily as projects that have not
started. Around 120 MW sits in the pipeline we support.

Timelines
How long does a Cyprus solar licence take?
There is no single number, and anyone who gives you one before seeing the project is
guessing. The honest answer is that the timeline depends on the size of the project and
on the grid section you are asking to connect to. A rooftop system on an existing
building, connecting at distribution level, with no environmental sensitivity nearby,
follows a materially shorter path than a ground-mounted park that needs a
transmission-level study and a full environmental impact assessment. What you can
influence is the shape of the delay rather than its existence. Most of the calendar in a
Cyprus licensing run is spent waiting on other parties' decisions, not on drafting. Four
variables move the date more than anything else: whether the grid section you want has
headroom, whether environmental screening escalates into a full assessment, whether the
planning authority asks for changes to the layout, and whether each submission is
complete the first time it is filed.
None of that makes a licensing run unpredictable. It makes the predictable part the
sequence rather than the date. We scope on the sequence: which filings can be prepared in
parallel, which are gated on somebody else's decision, and where a week of extra
preparation removes a month of waiting. And we tell you which stage the project is
genuinely at, rather than which stage it was last touched.
Waiting, not drafting
Drafting time is a small fraction of elapsed time. The calendar is set by how long other parties take to decide, and by how many times they have to come back to you.
Completeness compounds
An incomplete filing rarely fails outright. It goes to the back of a queue and returns weeks later as a request for information, and the clock you thought was running was never running.
A stuck project is a diagnosis first
Before a new document is drafted: which authority is waiting on what, what was actually submitted, and what was asked for in response. That is usually a shorter conversation than owners expect.
FAQ
Which licensing questions come up first?
Does every solar system in Cyprus need a production licence?

No. Depending on capacity and the framework it falls under, a station either needs a production licence from ΡΑΕΚ (CERA) or qualifies for an exemption from one. What matters is that the answer is established in writing at the outset, because it changes the whole filing sequence: which authority you approach first, what studies are needed, and what the grid operator will ask to see.
Do you submit a grid connection application to the TSO or the DSO?

It follows from the voltage level you connect at, which in turn follows from capacity. Systems on the distribution network go to the Distribution System Operator (ΔΣΔ / DSO); projects large enough to require a transmission-level study go to the Transmission System Operator (ΔΣΜΚ / TSOC). We prepare and submit to whichever applies, and handle the technical responses that come back.
What is the difference between net metering and net billing?

Net metering offsets what you generate against what you consume, in kilowatt-hours, over a settlement period. Net billing settles exported surplus in money, at a value that is not the same as the retail price you avoid by consuming your own generation. The distinction decides whether it is worth oversizing an array and whether storage earns its keep, so it is an economics question as much as a licensing one.
Does a grid connection guarantee you will never be curtailed?

No. Connection terms define where and how much you may export. Curtailment is a system-operation decision taken later, when generation exceeds what the grid can absorb at that moment. On a small isolated system with high solar penetration this is a growing reality, and it belongs in the revenue case from the start rather than as a surprise after commissioning.
Can you take over a project that is already stuck?

Yes. A targeted unblock is one of the three patterns we see most often: a project stalled at a specific stage, such as a grid response, environmental scoping or council planning, where we diagnose the blockage, run that stage to completion, and hand the project back. You do not have to hand over an entire licensing run to get one stage moving again.
What do you need in order to scope a proposal?

The project brief: site, capacity, timeline, and where you currently sit in the framework. From that we scope a fixed-fee proposal. Developers with several projects in flight usually want the pipeline-level version instead, which sequences the filings, prioritises them by risk, and covers the whole portfolio with one regulatory roadmap.
